History of District

Harris County Municipal Utility District No. 537 (the “District”) was established on September 1, 2013 by House Bill No. 3943, in the 83rd Regular Session of the Texas Legislature codified at Chapter 8488, Texas Special District Local Law Code, as a conservation and reclamation district created under and essential to accomplish the purposes of Article III, Section 52 and Article XVI, Section 59 of the Texas Constitution and operating pursuant to Chapters 49 and 54 of the Texas Water Code, as a separate government entity. The District is empowered to purchase, operate and maintain all facilities, plants and improvements necessary to provide water, wastewater, storm sewer drainage, roads, and parks and recreational services for the “Residents” of the District. Harris County MUD 537 is located within the corporate boundaries of the City of Houston, Texas (the “City”). Thus, the District and the City overlap and property located within the District is subject to taxation by the City and the District. The District is recognized as a political subdivision of the State of Texas governed by an elected Board, consisting of 5 Members (Directors), and as otherwise, Public Officials.
